More international companies are looking at Uzbekistan as a place to build teams — from customer support and contact centres to IT, finance and back-office functions. The talent is there, but hiring from abroad raises practical questions: how to employ people legally, where to find candidates, and how to run the process without a local HR team. This guide walks through the main options and the steps that matter most.
Three ways to hire in Uzbekistan
1. Open a local entity and hire directly
With your own legal entity you employ staff on your own payroll and manage HR, accounting and reporting yourself or through local partners. This makes sense for long-term operations with a large team, but setting up and running an entity takes time and ongoing administration.
2. Outstaffing through a local provider
The provider becomes the legal employer: it signs employment contracts, runs payroll, handles HR records and reporting in line with Uzbek labour law. The employees work on your tasks and under your management. This is the fastest way to start with a small or medium team, test the market, or scale a project without opening an entity.
3. Independent contractors
Some companies engage specialists as contractors. It can work for short, clearly defined projects, but it is not a substitute for employment when people work for you full-time. Check the legal implications for your specific case with a local lawyer before choosing this route.
What the talent market looks like
Tashkent is the main hub for professional talent, with strong pools in customer service, IT, finance and sales. Many specialists speak Russian and Uzbek, and English proficiency is growing among younger professionals. For multilingual roles — German, French, Korean, Arabic, Turkish and other languages — candidates exist, but the pool is smaller and the search takes more effort.
IT and BPO companies can benefit from IT Park, the national technology park that offers residents a preferential legal and tax regime. Whether it applies to your project depends on the type of activity.
How to run the hiring process
Define the role precisely
Write down responsibilities, must-have requirements, language levels, working hours and time zone. If the team will work with clients in Europe or the US, specify the shift schedule from the start — it strongly affects who will apply.
Benchmark the salary locally
Salary expectations in Uzbekistan differ from those in your home market and vary a lot by role and language. Agree on a range before the search starts and be ready to adjust it once you see the first candidates. An offer that is attractive locally, clearly stated and paid on time is one of the strongest hiring arguments.
Use local channels
Job sites, Telegram channels and professional communities are where most candidates look for work. Senior and niche specialists are usually not actively searching, so direct search and referrals matter. A local recruiter knows these channels and can reach candidates much faster than an overseas HR team.
Assess skills and language early
Check language level and key skills at the pre-screening stage, before candidates reach your managers. For customer-facing roles, a short spoken and written language test saves a lot of interview time.
Move fast and plan onboarding
Strong candidates often have several offers. Keep the number of interview rounds small, give feedback quickly and prepare a clear onboarding plan — equipment, access, a mentor and the first weeks of training.
Common mistakes
- Copying job descriptions and salary levels from another country without local adjustment.
- Too many interview rounds with long gaps between them.
- Underestimating the effort needed for rare language combinations.
- Choosing an employment model without checking the legal side for your case.
- Leaving onboarding and day-to-day support to the last minute.
